I dont understend???

With "rpm -Uvh sitebuilder-3*.rpm " upgrade only core but not programm, I dont understend, should I reinstall sb2.1.3 and isntall "rpm -ivh sitebuilder-3*.rpm" or WHAT. Please help ?

For Sitebuilder upgrade from v.2.1.3 to version 3.x you need just install necessary rpm file from distributive. If you are going to use modules, then modules should be also upgraded. I can suggest you following documentation link:
