We do not sell 10-domain licenses at online store since 2008.
You can try contact Sales Team http://www.parallels.com/contact/ but I'm not sure.

Hi,

There's a couple of resellers where you can get Plesk licenses leased standalone (without having hosting there).

One that I know of would be www.netsys-online.com but there are others as well.
I don't think the 10 Domains license is available any more, but you'll find the 30 isn't so expensive at netsys...

#1 Plesk 10 Domain license is ONLY available to Infrastructure Providers who put them on EVERY server or VPS at very high volumes. So, buyers must buy them with a Server from these large Infrastructure Providers.

#2 If you are a small hoster, you should buy Plesk 100 or Plesk Unlimited.
