Incoming mail not working

My incoming mail has stopped. On the night it stopped I was editing .procmailrc files which I wouldn't have expected to have caused this problem. Messages to domain on the server get a delay response citing the server refusing a connection.

If I go to Virtuozzo and then System Processes qmail is stopped and will not start. However, it seems to be running if I do ps -ef | grep mail it's there.

What is likely to be the cause of this? I'm not at all familiar with the mail mechanism, if someone could enlighten me I'd be most grateful!
