Issue Initial Load Very Slow 24.14s TTFB!

OpenStack KVM
SLA 99.99%
1 vCore(s)
2.4 GHz
6 GB RAM
25 GB
High Availability (Ceph)
OS: ‪Ubuntu 16.04.3 LTS‬
Product: Plesk Onyx 17.5.3 Update #37

Every time i load a page that runs php/mysql i get a slow load time on the first request (24.14s TTFB) then afterward its a bit faster but still somewhat slow (8.84S TTFB). i can't seem to find why this is happening. Any help would be nice i don't seem to have any errors in logs either unless im not looking at the right ones...

The server is only using about:
Real memory usage 16.9% used (983 MB of 5.69 GB)
Total CPU usage 12% used (of 100%, 1 core(s))
CPU Load average 0.78 processes

so how can i fix this ?

First of all, I would suggest you analyse TTFB of your site with GTmetrix | Website Speed and Performance Optimization for example. I think this will give you some ideas about optimizing the content of your site, at least.

what app are you running? 1 cpu core cant do a great deal of anything
