ip not showing adding subscription

Hi,
There are 3 plesk ip's that show up under tools and settings, along with 2 dedicated ip's.
When I add a subsription and want to select the dedicated IP that is supposed to go with that site, the dropdown to select the IP address does not have that plesk ip.

Any reason why the IP would not show up in the dropdown, but is in the tools and settings under server management? How would I get it to show up?
