Question Is it possible to disable extension per customer or per service plan ? Or otherwise enable per customer or service plan

Title says it all really. Plugin I want to disable is WordPress Toolkit, but I still want to have access to it in my web host admin account.

It is only possible if the extension provides this ability. I have not yet seen an extension that does, but theoretically it could be possible. However, not for Wordpress Toolkit.
