Is Monthly Usage Accurate?

We have dedicated servers running various versions of Plesk and noticed that the monthly usage per domain being reported by Plesk is much higher than our provider shows our usage is from their firewall, which they use to determine if we are within our allowance.

For example we have a domain that shows monthly usage as 2 Terabyes but our monthly usage by Rackspace's firewall has never gone over 500Gb for a month. Is the Plesk usage only an estimate?
