Hourly sending limits per account have been set through Plesk for POP services, and they are working as expected. However, emails sent via webmail (MailEnable) are not subject to these same restrictions.

In the current POP-based limit setup, if the threshold is exceeded, the sender's IP address is blocked. But in the case of webmail, since the sending IP is the server’s own IP, it should not be blocked. Instead, the account itself needs to be restricted in some other way.

What would be the proper approach to apply the same sending limits for webmail users as well? I’d really appreciate your guidance on how to achieve this.

i think it doesn't work this way.
First: POP or POP3 is delivering mails from the mail server to the mail client. It doesn't have anything to do with mail sending.
Second: Users don't get blocked with their IP Address even if they send the mail(s) using an external mail client. Mail limits can be set from user mailbox up to subscription level. Blocking a single IP Address would change nothing and doesn't help to keep customers inside the limits.

Which webmail service you are using? Maybe it's set to direkt sendmail without going the "normal" smtp way.
 
Since webmail uses the server IP, the usual IP-based limits won’t work. To apply similar controls, you’ll need to set per-user sending limits directly in MailEnable under SMTP throttling. That should help keep things consistent.
