Is it possible to use the migration manager to move a client from Linux to Windows Plesk servers that are registered in expand?

Yes migration is possible but with some limitations:

    1) MSSQL bases can not be moved because plesk for unix(PFU) does not support them.

    2) Will migrate only mailnames, maillists, without the contents of mailboxes. This function is not supported plesk migration manager(PMM) for plesk for windows(PFW).
if your both plesk support IMAP, you can try migrate mail after end of migration through the script:
    http://sourceforge.net/project/showfiles.php?group_id=34547

    3) At PFW host is need to install PMM, for each version of its PFW PMM
    ftp://download1.parallels.com/Plesk/Plesk8.4/Windows/PMM/080514.12/
    File: pmm84_build080514.12.msi
    for PFU try the autoinstaler.

    4) The older versions PWF, by the migration domain PFU> PFW better set limits on unlimited for target_client and install required at the end.
