mail forwarded to multiple local recipients, none gets it if 1 recip is over quota

A company that I host has forwarded its info mail to 7 local recipients. Info does NOT have a mailbox.

If one of those 7 accounts is over quota, NONE gets the mail, with a DEFERRED blurb in the logs..

Isn't that counter-intuitive?

Qmail+PLESK 10.4, no greylisting, spamassassin+spamdyke.
