If an email user's mailbox gets full or close to full, does my Plesk software send a warning message to either the email user or the server administrator?

I can't find anything about this in the Plesk documentation.

No, it will only send alerts about disk quota and bandwidth quota. Users sending the mail to the full box, should get a bounce stating that the mailbox is full. It might be possible to create a notification for this, but I am a crappy programmer, so I couldn't tell you how to do it. Look into the event manager in plesk. It should be able to do this.
