Mailbox Quota Problems

I have many domains in the system with no mail size quota anywhere for email boxes. FOr some reason if an email is sent to a mailbox and the email has an attachment which exceeds 5 Megabytes, mail enable rejects it saying that quota has exceeded. I have checked mail enable in windows and do not see any limits anywhere. Does anyone know what may be wrong here.
