Mailman Server Extensions are not currently installed or configured on the server

Hi,

I get this message after I create a client and then try to create a domain.

"
Unable to accept the template: the following limitations are exceeded.

Mailman Server Extensions are not currently installed or configured on the server. Contact the server administrator to have the Mailman Server Extensions installed or properly configured.
"

I am not sure what this means.
When I go into the server the Set Up Mailman icon is grayed out.

Any help appreciated!
