mambo php not available error

Plesk 8.1 on a Windows 2003 Standard server running PHP 5. When we try to install Mambo (4.5.2.3 or 4.6.0) we get the following error:

The site application requires the resources which are not currently available.

The Info below the error reports:
Required=php
Description=The required resource is not enabled in domain hosting features
Value=On
Available=Off

We checked the info.xml as recommended in KB but this is a different error. PHP is installed for this domain. We tried changing it from ISAPI to CGI. Do we need a php.inin file in the domain httpdocs? Any toher help?
