I got that message since many times days via e-mail:

The repository is inaccessible (respons with a 403) error. It likely requires (additional) signing. Because https://packages.sury.org is a third-party repository, it's best to ask the vendor/author of this repository. Although they have a readme file with more information: https://packages.sury.org/php/README.txt

To get rid of this error you can also comment it out in the source list.
