Method "cSiteApp::getMetadataReader" is not available

when attempting to install an app from the appvault i get the following error

I cannot install an application from the vault {Domains -> <domain name> -> Web Applications}. The following error is shown:

Per the KB article here http://kb.parallels.com/en/6168 it says its fixed since 8.6 -- but I am using 9.x so its obviously not fixed.

Why is this happening and how do I get this fixed?
