I have been having problems migrating from cpanel 11 to Plesk. Both machines have centos 5. Here is what I have done so far.
1. Run migration wizard from a isp default install of plesk 8.6
-- Got error message:
Can't use string ("") as a subroutine ref while "strict refs" in use at Dumper.pm line 1592.
2. Searched google and got the suggestion to update plesk to 9.2.2. I completed that and then ran the migration wizard again.
-- Got error message:
Error: pmm utility 'migration_handler' raised an exception. Error code is: 1
See pmmcli.log to find out detailed information on this
I am sure that I have no administration issue. I am using the root account and can login via SSH to the source server.
3. Did some research and found this KB article: http://kb.odin.com/en/6349
Follow the instructions to do a manual migration. Tried first with the PleskX version.

died at agentconfig.pm line 22.
4. Found a few posts on these forums that suggest I try to use the cpanel9 scripts.
-- Got error message:

So it seems that I have come full circle.
I am stuck and really need to move these accounts as soon as possible.
