Missing php_mbstring.dll - But its there!

I am trying to run a php file using php.exe but it gives me the error "This application has failed to start because php_mbstring.dll is missing".

The php_mbstring.dll file is in the ext folder and it is also referenced in the php.ini. I haven't changed this from the plesk standard settings I got with server (from 1&1).

Anyone know whats going on and why I can't use the php.exe file?
 
I copied php_mbstring.dll into same folder as php.exe and it stopped that error.

Now I get the error: "Your PHP installation does not have MySQL support. Please enable MySQL support in PHP or ask your web host to do so for you."

I have looked at php.ini file and it all looks setup ok and I am using mysql within plesk fine.

Any ideas? This is driving me nuts!
