mod_rewrite setup?

I'm trying to turn on mod_rewrite on a plesk-hosted domain. I see that mod_rewrite.so is being loaded in the main httpd.conf, but whenever I add "RewriteEngine On" to either vhost.conf or an .htaccess, the site just returns 403 errors. Am I putting this in the wrong place?
