Issue Modsecurity secdatadir issue

Regular Pleskian
[client 163.172.222.49] ModSecurity: collection_retrieve_ex: Unable to retrieve collection (name "global", key "global"). Use SecDataDir to define data directory first. [hostname "PLESK01-CPT"] [uri "/feed/"] [unique_id "18158513725475132129"]

How does one fix the above. Every servers seems to have that even with default install.
Very weird

I checked and secdatadir is set aswell:

SecTmpDir c:\inetpub\temp
SecDataDir c:\inetpub\temp
IncludeOptional ..\rules\modsecurity_10_*.conf
IncludeOptional ..\rules\modsecurity_20_*.conf
IncludeOptional ..\rules\modsecurity_30_*.conf
