module.css not taking affect.

I am trying to change the colors used by the image galley by using module.css . I have added the module.css file in each of the color schemes as indicated by the documentation. For some reason though when I install the template and publish I do not get the color changes I am expecting. Does anybody have any ideas why this is not working.

Is that template creation guide still relevant to sitebuilder 4+?
