Is there a utility included with plesk like PHPMyAdmin for the MSSQL Side? If so would someone point me in the right direction for it..

You can use the enterprise manager, that comes with the sql server or you can download aqua data studio that's free for personal use. Both of these are gui tools.
Last you can install a new tool from microsoft SQL Server Web Data Administrator I haven't tested this tool, but I've hear that it will be included in the plesk 7 release.
