Multiple Accounts Administer Email in One Domain

Hi -

I've been ask to help a rural wireless ISP switch from managing
all their email accounts manually on Linux, to using Plesk (They
bought a license from their bandwidth provider).

What they would like to be able to do is to allow each user to have a
master account, and add their own email addresses and such below that
account.

The trick that that all the email accounts will be @isp-name.net.
All within the same domain name.

I can't figure out how you could have multiple users controlling
email accounts under one domain name in Plesk. Do you know if this
woul dbe possible (or would it be possible with PEM or another SWSoft product?)
