My IP not send emails

Hello,

I have Plesk 12 with Centos 7.1. When I have to send emails with my IP gives error:

Subject 'Tews'
Server: 'smtp.xxxxxxxxx.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 25
Secure (SSL): No
Socket Error: 10060

However any other IP I can send emails. How do I fix this?
