MySQL and PostGreSQL

Hello, everyone.

I am sorry if i´m being dumb on this post but i am confused about PostGreSQL and MySQL on Plesk 7.5 Reloaded.

As admin, i can see on the menu bar a link for PostGreSQL But as an end-user i can only create MySQL databases.
Is PostGreSQL available for end-users? If not, what´s its use?

And why can´t i see a link for MySQL as admin?
