Issue New administrator cannot access all functions

I'm logging in as the admin account that I created when i set up plesk and can access all functions. I created a separate account for someone who was helping me out and made it an Administrator. When I view the User rights in Plesk, both accounts are Administrators and all roles are granted. Yet when he logs in, he cannot access all functions. Examples of things he can't access are extensions and advanced monitoring. He's an administrator, so why can't he access all functions?
 

The additional administrator accounts are denied the following privileges:

  • Viewing and managing additional administrator accounts belonging to other users.
  • Viewing and managing administrator account settings.
  • Clearing the Action Log.
 
Based on that article, the new account should be able to see extensions and advanced monitoring, but it can't. This looks like a defect to me then.
 
I would also like to know why this is happening?

I have a new admin account created and granted same access to all. Why is this happening?
