New user needing help with creating an event

I'm a very new user with Plesk and I'm trying to figure out how to create an event. The event will send a html message from our CEO say welcome to our company. I have no clue where to being on this can some one help or point me in the right direction.

I want the event to run whenever I create a new user. Still learning please help
