ok im becoming a bit clearer with the command line way of life
im getting more familiar with the commands etc but am still a total newbie
i have had a look round and clearly havent installed yum yet
have tried:
rpm -lvh
rpm -Uvh
even rpm -i
should i wget or what
i really appreciate the help.. it makes me learn

Use wget to download the file.
wget http://www.atomicrocketturtle.com/atomic/art/3ES/RPMS/yum-2.0.7-1.rhel3.art.noarch.rpm
Then
rpm -Uvh yum-2.0.7-1.rhel3.art.noarch.rpm
wget http://www.atomicrocketturtle.com/atomic/art/3ES/RPMS/yum-2.0.7-1.rhel3.art.noarch.rpm
Then
rpm -Uvh yum-2.0.7-1.rhel3.art.noarch.rpm

and it downloaded
then i rpm -uvh
now i'm yum updating psa
yay!
