not able to access administrator desktop

i have 2 separate VPS, each one running plesk. one just got upgraded to 8, the other still at 7.5.4. it's the 7.5.4 one with which i am having the issue.

i have no "desktop" administrator access. my admin login gives me the menu choices for "clients" and "domains" on the left-hand menu, but not one for "desktop," from which (as i've learned on my other VPS) i can get full access to the MySQL db through phpMyAdmin. i've gone into permissions and checked everything, but there's no checkbox or radio button to allow desktop management. the other VPS admin user has this option.

also, when listing "clients" the client's animated shirt is blue. on the other VPS he's green. i am not sure if that signifies some sort of superadmin status or what.

anyway, if anyone can help it will be greatly appreciated.
