ntpdate not updating time

My system time is not updating for some reason.....

if I run this command manually it won't update my time
/usr/sbin/ntpdate -b -s time.service.softlayer.com > /dev/null 2>&1

but if i run this command, my time will update
/usr/sbin/ntpdate -u time.service.softlayer.com > /dev/null 2>&1

so what gives.. any suggestions will be helpfull
