Open website in Frontpage using IP address

I would like to copy a website from an old to a new server.
To make sure that there will be no downtime, I need to upload the website to my server before changing the nameservers of the domain.

Now I do this using regular ftp. I can make a connection to my server's IP-address. The problem is that the ftp connection 'hangs' a lot. Passive mode is disabled because of the firewall. This makes the transfer process very time consuming.

So, is it possible to upload a website with frontpage using only the IP-address of the server?
