Opening css files

Hi,

I get the error "Error: The file you selected is either empty or not a valid HTML document in the selected encoding. Please select the correct encoding or simply add new content to the file." when trying to open any CSS files. Even files created using Plesk. I've tried changing the encoding to ANSI and UTF-8 but nothing has worked so far.

Any suggestion would be appreciated.
