Page cannot be displayed

i cannot log onto my plesk account. when i go to the address and enter the password it takes so long and then comes up with page cannot be displayed. i think its the LAN here as i live in student accomodation and only get 512k internet connection. i ahve contacted teh network admin and no ports are blocked, there are no restrictions, etc.

any ideas?
