This is from clean setup. I uninstall and delete folder and install again and still error.

Try to repair (not reinstall) health-monitoring package. (Red is just example, find correct location on your server):

1. Go to the location "C:\95f35295c54cf184ebc77a4d7900b7ad\parallels\PANEL-WIN_xxxxxx\dist-msi-Microsoft-200x-i386"
2. search for "health-monitoring" and right click on that.
3. Select "repair" option.
4. It will ask for server reboot.
5. Reboot the server.
