Password-Protected Directories Not Protected

I created a protected directory through the panel and a user under that. But when I go to the site, I am not prompted for a password.

I've used this feature before without issue, but I am trying this on another host this time. I've contacted them as well, but I was wondering if anyone had any suggestions on something I could be doing wrong.

I know I am trying to access the same directory that is supposed to be protected because I let Plesk create it.
 
Host restarted Apache and now directory is protected. But I've never had to manually restart Apache before. Shouldn't Plesk be triggering a reload or restart?
