Issue Permission denied while adding new domain

Hi. Client has two subscriptions , one of them is suspended.
If client logins into Plesk and trying to add domain from main screen - he gets error Permission denied. (screenshot)

If client force to switch to active subscription using "globe" button in the top right corner - no errors and domain can be added

I just tested on my debain based system and I'm able to created an additional domain with no issue while under the active subscription and another subscription suspended. When switching subscriptions at the top right if you select the one that's suspended it would just take you to the account information and tools and letting you know the account was suspended. Basically what I'm saying is, make sure that the user is under the correct active subscription or choosing the right one when creating a domain since sometimes it would default to one of them and the one it's defaulting to is probably the one that's suspended.

The alternative is if that subscription isn't needed at all any more you can just remove that subscription from that user completely so there's no confusion.

Otherwise, please provided all the steps to reproduced the error (like what screen is the user on when attempting to make the domain, what is the settings while making it, etc.).
 
Thank you for your answer. You are mostly right. But as I mentioned, I have workaround (switch to active subscription manually) , but I think client has to click "add domain" only (without additional moves/switching subscriptions) if this button is avaliable and active.

How can I check which one is "default"? Let's say site.com - is active and my.boutique is suspended.

"site.com" subscripiton looks like default in my case, because it was created by WHMCS as first one, and my.boutique created later.
So I can login into Plesk only using login/pass from "site.com" subscription, after login I see "all subscriptions" window :

When I click "add domain" I see domain popup for a second and error:
