what would be step by step guide if we want to stop clients/domains not to use PHP and mysql at all in plesk 8.2 for windows

i dont think removal os components is possible but other than stopping mysql services at backend what else can shall be done..
 
You can set the limits in Plesk for MySQL Databases to 0 for all clients.
As for PHP, you might want to remove it with Add/remove programs -> Plesk -> Change -> Modify -> remove PHP.
Or, else, you can go to IIS Manager -> Web Service Extensions -> prohibit PHP extensions.

but i hv a concern if any of unforseen problem might arise, will disabling php extension cause any harm to plesk engine , i dont thinkso though

also will it cause any problem s in backup/restore or future upgrades..?
