PHP uploads time out in 10.3

Seems like just after I get the memory issues fixed with the vhost php.ini, an automatic update happens and now I can not perform file uploads without getting a 500 Internal Server error. I have observed the error to be a FcgidMaxRequestLen problem. However, when I try to set it in either /etc/php.ini, /var/www/vhost/domain.tld/etc/php.ini or /domain.tld/conf/php.ini there is no effect. Has anyone else worked through this magical upgrade surprise?
