phpPgAdmin fails to open

10.1.1 Centos 4.8 i686

After upgrading from 9.5.2 to 10.1.1 I cannot access phpPgAdmin from

Tools->Database Servers->Webadmin

Instead I get the error

Error: ERROR: relation "pg_roles" does not exist

Database servers:

* MySQL 4.1 and later
* PostgreSQL 7.4 – 8.4

I'm using PostgreSQL 7.4.30 on i686-redhat-linux-gnu

It looks like I am FORCED to upgrade to pg8+ which will give my app OID grief!!!
Is this the case, even though your documentation says otherwise?
