I have a question; does Plesk for Windows functions with Apache ?

YES. When installing Plesk on your windows server choose the Custom installation and then choose Apache instead of IIS.
 
I tried installing apache instead of IIS. But it's not showing in the service management of plesk after installation.
 
With Plesk for Windows you can use Apache ONLY for the Plesk Control Panel web site, you cannot use Apache for the sites you want to host.
