Plesk and Windows Firewall blocking FTP access

Hello

I have one serious problem. Windows firewall blocks my 21 PORT for FTP access for no apparent reason (like every 2-3 hours of working good). Blocking stops only when i restart firewall with Plesk (Server -> Components Management -> turn firewall off and on again). Because firewall stops blocking if i do it thure plesk i suspect there must be some connection.

Firewall has 21 port opened in execptions, and allso .exe file of FTP program (G6FTP).

Please help if you can
