Plesk Broken later upgrade to 11.09

Hi,
I just make the automatic upgrade to 11.09
later restart this show me when I go to plesk login:

ERROR: PleskFatalException
Unable to connect to database: mysql_connect() [<a href='function.mysql-connect'>function.mysql-connect</a>]: Connection refused

Have you tried bootstrapper repair procedure? It was mentioned here and in KB articles a lot of times.
Have you checked that MySQL server is up and running?

The problem is in this:

When upgrade to 11.0.9 later ask about reboot. I press ok. Then I wait. Then I cannot get the panel plesk no more time for ever and ever...
the upgrade plesk broken the mysql server. This is a bug very bad from Parallels, inaceptable !

I must reinstall all server from 0 !
