Have you checked whether "debug mode" might be on? In Debug mode, a lot more transactions are done and logged. This slows the panel down.

The nginxHttp2 setting is not debug mode.

Debug mode is set like this:

[debug]
enabled = on

It needs to be set to

[debug]
enabled = off

Have you checked "enabled = off" in the debug-section of the panel.ini file?
