Plesk Control Panel stopped working after a update of 8.3.0.1

When you access to the control panal by going to the address. You will receive

ERROR: PleskMainDBException DB query failed: Unknown error 0: C:\Program Files\SWsoft\Plesk\admin\plib\common_func.php3:213 db_query(string 'set names utf8') 1: C:\Program Files\SWsoft\Plesk\admin\plib\common_func.php3:619 reconnect() 2: C:\Program Files\SWsoft\Plesk\admin\plib\common_func.php3:584 db_connect() 3: C:\Program Files\SWsoft\Plesk\admin\auto_prepend\auth.php3:79
