Plesk don't start error 500 after chown on /

I have the following problem.

A user gave the following command to a server running plesk 9.5:

chown root -R /* (you can well imagine what it produces)

Now I can't access plesk at port :8443. I get error 500.

I already tried what described here:

If I gave the command: tail -f /var/log/sw-cp-server/error_log
I get:
2012-10-15 16:02:47: (mod_fastcgi.c.1105) [ERROR]: spawning fcgi failed.
2012-10-15 16:04:46: (mod_fastcgi.c.893) bind failed for: unix:/usr/local/psa/tmp/sw-engine.sock-0 Address already in use

What can I do?
