Question Plesk Firewall do not block connections to Docker container

I try to isolate the docker container like this:

my docker port is 3310 intern 3311 extern, Hostname in the database is 0.0.0.0


iptables -I DOCKER-USER -d 172.17.0.2 -p tcp --dport 3310 -j DROP

but after this the docker with Mysql - no connection could be made, not even via phpmyadmin
I first have to uninstall and reinstall the firewall in plesk
what I have done wrong ? I want Docker to only allow local connections
