Question Plesk Firewall: How to block outgoing traffic for single port but allow one IP address to be accessed?

See title - I want to block via Plesk Firewall all outgoing traffic for one single port, but allow connection to a single IP. Combination with block rule for all and accept rule for the single IP didn'T work.

Any ideas?
