hi, i have a centos server (AlmaLinux 8.10 (Cerulean Leopard)) i'm trying to update my Plesk Obsidian 18.0.65 but I;ve seeing this before i start...

It seems you use third-party repositories on your OS. For some reason, the repository did not return the expected data. It sounds similar to Cannot prepare internal mirrorlist: No URLs in mirrorlist · Issue #271 · remicollet/remirepo.

does anyone have a suggestion on if it is safe to continue?

It depends on what purpose you use these repositories for. If you do not need these repositories, you can disable them; they are not needed for Plesk itself. I would say it is better to solve any warnings if possible.
