New problem that happens every now and again:

Restarting PleskControlPanel from Plesk services monitor seems to sort it out.

Could you please enable Plesk debugging as

[HKLM\SOFTWARE\PLESK\PSA Config\Config]
"Debug"=dword:0x00000001

and find error message in Plesk event log?
