POP3 Email - Send Function Error

I recently upgraded to Plesk 8.4 and now am unable to send emails through Outlook. I can receive but when sending I receive the following error:

Socket Error: 10061 , Port: 25, Protocol: SMTP.No connection could be made because the target machine actively refused it.

Any suggestions on how to fix this? Thanks. John
 
POP3 SMTP error solved

The error has been solved. Apparently Cox cable blocks port 25 which makes it impossible to send emails via SMTP. I contacted Cox and they solved the problem. I thought the problem was at the server level but I was wrong. It was originating from my residence.
